The NERC Digital Solutions Hub (DSH)<\/a> is an output of a five-year research project funded by the Natural Environment Research Council (NERC)<\/a>. Whilst the project launched in 2021, it is underpinned by almost two decades of research from The University of Manchester<\/a> across a broad range of disciplines. As the project comes towards the end of its initial five-year phase, there are many significant successes to celebrate, from the public-beta launch of the toolkit in August 2026, to a multitude of engagements with policymakers and public sector professionals, to advancing knowledge in using AI to improve data discovery. To reflect on the past five years, this article will dive into why the DSH was built, celebrate some key findings and highlights, and outline what is coming next for the DSH.<\/p>\n\n\n\n

Why build the NERC DSH?<\/h5>\n\n\n\n

The Natural Environment Research Council (NERC), a publicly funded research council that invests in environmental science in the UK, holds over 40 petabytes of environmental data in its five data centres. Before the Digital Solutions Programme (DSP) launched the NERC Digital Solutions Hub (DSH), much of this environmental data was difficult for users to access, especially those outside academia. NERC identified that there would be great potential for policymakers, charities, public sector and the public to access and use this vast quantity of open-access data. However, to unlock this potential for use, a new system was needed. This resulted in five-years of funding being allocated to a team at The University of Manchester to create the DSH \u2013 an open-access online toolkit where users could easily access NERC data.<\/p>\n\n\n\n

Using AI to allow easier access to environmental data<\/h5>\n\n\n\n

Since the project\u2019s launch in 2021, the changing data and research landscape, particularly in AI, has allowed the DSP team to uncover even greater potential for improving environmental data access through the DSH<\/a>. The team at the University experimented with Large Language Models (LLMs) and Retrieval Augmented Generation (RAG)<\/a> to assist users of the DSH in finding data most relevant to them. Users can ask the chatbot on the DSH plain language questions about what data they want to find and the DSH will bring up all datasets related to their search terms. This means that users do not need to know the specific, often complex or technical, names of datasets and thus they are able to discover datasets that they may not have known existed.  <\/p>\n\n\n\n

User research to build a toolkit that environmental data users want and need<\/h5>\n\n\n\n

Facilitated by Open Data Manchester<\/a>, the DSP team have collated over three years of user research findings<\/a> to build a toolkit that environmental data users both want and need. The user research has involved interviews, workshops, user-testing and persona identification. No two environmental data users are the same, nor do they require the same datasets for the exact same purpose. The findings from this research have adapted and transformed the DSH to ensure it works for those that will be using it in a multitude of different ways in the real-world.<\/p>\n\n\n\n

More than just environmental data<\/h5>\n\n\n\n

Throughout the project, it became apparent that environmental data is not, and should not, be used in a silo. Environmental data becomes more influential for informing policy decisions, public sector analysis and charity work when used alongside other social, health and economic data sets. This is why the DSH provides access not only to the many petabytes of NERC environmental data, but also a wide range of other open-access public datasets from trusted sources<\/a> like the Met Office, the Environment Agency, and the Department for Environment, Food and Rural Affairs (DEFRA).<\/p>\n\n\n\n

Impact and influence outside of academia<\/h5>\n\n\n\n

Facilitated in part by policy engagement team members and collaboration with The University of Manchester\u2019s policy engagement unit, Policy@Manchester<\/a>, the NERC DSH is informed by and directly influences public policy in the UK. In May 2026, Policy@Manchester and the DSP team released a publication, Data and Decision-Making<\/em><\/a>, with articles focusing on the policy implications of the NERC DSH across a wide range of disciplines. Written by senior academics at The University of Manchester, the articles discuss how the DSH can be used to support solutions and policymaking around societal challenges and politically relevant topics. For example, where to build new housing, how to prevent ill-health, how AI can be used to improve environmental data access, and how to protect those most vulnerable to the effects of climate change.<\/p>\n\n\n\n

Lead academics in the DSP team have regularly met with public sector and governmental colleagues over the last five years to share innovations and research from the NERC DSH. Simultaneously, they have also advocated for the importance of good quality environmental data and digital toolkits to improve decision-making at a local, regional and national level, and to help provide policymakers with robust evidence-informed solutions to societies\u2019 wicked problems.<\/p>\n\n\n\n

Launch of the public-beta toolkit<\/h5>\n\n\n\n

After five years of workshops, coding, conferences, meetings and demonstrations, the NERC DSH was launched in August 2026 as a public-beta version of the toolkit. It includes six different services including the \u2018Where to Build App\u2019 (or equally where not to) that allows users to run a site analysis and receive a report of planning restrictions and environmental considerations for a specific location. The UPRN (unique property reference number) Service<\/a> allows users to map environmental data, such as air quality, and link this to their own in house data via UPRNs to a neighbourhood level to facilitate effective place-based policymaking. Other services include the Climate Just toolkit<\/a>, the \u2018Health Use Case\u2019, the \u2018Talk Data to Me\u2019 service, and the \u2018Catalogue Search\u2019.<\/p>\n\n\n\n

What\u2019s next for the NERC DSH?<\/h5>\n\n\n\n

Over the last five years, the NERC DSH has unlocked and revolutionised access to environmental data, informed by the latest advancements in AI and user-research, to create a high-quality, open-access data search and discovery toolkit.<\/p>\n\n\n\n

Whilst the NERC DSH project is coming towards the end of its initial five-year funding period, the toolkit will continue to be available to users online. From Autumn 2026, the Hub will transition from the Microsoft Azure cloud platform to an on prem solution to reduce costs, but the functionality for the user will remain the same. There will also be some exciting visual changes to the DSH website from Autumn 2026 to facilitate easier access to and use of the toolkits, so keep an eye out for our new look as we move into the months ahead. Looking further ahead, the DSP team will continue to seek new funding streams, and explore commercial avenues, to allow for further progression and continued impact for the NERC DSH on policymaking, the public sector and society.<\/p>\n\n\n\n

At this stage, the long-term future for the DSH remains uncertain; though users can be assured that, for the short to medium-term, the DSH will remain accessible as a free-to-use toolkit on our website<\/a>.
